Nop 4.6 -- Scheduled tasks not running

Scheduled tasks aren't running, and I can't for the life of me figure out why.  I've tried changing store URL between https://mystore.com/ and http://mystore.com/ (restarting the application each time), but I get no errors/warnings in the log when I do so.  I've tried www.mystore.com/, and that's when the errors pour in.
I have force SSL enabled, and a valid SSL certificate installed on the server (Plesk).
Sending a test email, or hitting the "Run now" button for the Send emails scheduled tasks works, but it just won't go automatically.

Anybody have advice?

Fixed -- if anybody else has this issue and is a dumb-dumb like me, the problem was while the site was in dev we denied all connections to the site except from the office we were working at it (in IIS settings).  Making it public solved it, still not sure why manually running the tasks worked though.

This fixed my issue thanks. My Azure web app was using app service authentication. Disabled it and the scheduled tasks are running.
