How to hide Admin menu items based on ACL?

working with nc 2.1  but i suspect 2.0 works the same..
I have been checking around but i cant find an easy way to do this without making a different sitemap.xml..

I want to make it based on the ACL.

I set the following still could not login. no error

1. enable Hide admin menu items based on permissions from general.
2. give catalog access to system role "Forum Moderators" from ACL.
3. create new user from login; also tried with create a new user from admin
4. assign the Forum Moderators role.
5. both user can not login.
