Free shipping over X amount without any plugin

I have seen a plugin for this purpose https://www.nopcommerce.com/p/255/shipping-by-total-for-200-220.aspx which is for v2.2. Recently an issue was fixed by Andei in a changeset related to "Free shipping over X".
My question is that can this type of free shipping over a fixed amount be achieved out of the box without any plugin? If yes then how?

Only if you apply the changeset (or wait for version 2.4)

I have the latest changeset but don't seem to find this option. Can you please guide me in the right direction. Thank you.

It's always been in the admin GUI

But the bug prevented it from working correctly
