ACL Admin Area. Manage Settings Overrides other Permissions

Is it possible to separate the All Settings (Advanced) from the rest of the Configuration > Settings menu?  We are using the Access Control List to lock down certain settings for lower level Administrators (Full Administrator vs limited Store Administrator role).  We would like to prevent lower level admins from changing things like Payment Methods, so we remove the Admin area. Manage Payment Methods permission.  However, we also want to allow them to be able to manage things like the Catalog Settings.  This requires the Admin area. Manage Settings permission which also grants them access to the All Settings (Advanced) menu option.  From here, they now have access to the Payment Methods settings even though they've been denied that permission.

I looked, but couldn't see any other posts regarding this.  Are there any options besides editing the base code?

What you want is not available out of the box

It seems like this is a flaw in the system.  The All Settings (Advanced) should be a separate Permission from the rest of the settings.
