My mistake it is version 3.70 :( working on three sites at the same time :D

As per Wooncherk, in 3.90 the plugin is:
   Manual (Fixed or By Weight)            Shipping.FixedOrByWeight

It combines the functionality of both the previous Shipping.Fixed and Shipping.ByWeight
