Multple Canonical Formats

When I run an seo spider against the store, I get messages relating to multiple canonical formats. This happens when filters are used. Example below. Is there anything I can do to prevent this? In this case there are only two filters but what if I had ten or more?

https://store.domain.com/category?specs=102,103

which can also be accessed by

https://store.domain.com/category?specs=103,102

I found a way around this problem. If you enable in configuration > Settings > General > SEO > "Enable canonical URLs", it apparently attempts to detect canonical urls. My understanding may be incorrect.

After enabling and running my spider, the message no longer showed up for the filters having multiple canonical urls.
