regarding free shipping

If the shipping city is "Moscow" free shipping is available( for any other cities shipping charge will be there )  .

Can this be set from the admin module for nopcommerce 2.65

What shipping rate computation method are you using?
For example, if you are using Shipping By Weight, then you can create a country specific record with defaults and just change the country. (default is $0 for 'any' weight)

You need a shipping rate computation method. check out:
